There is a mod I'm privately BETA testing that makes gun-play in New Vegas good. It's tough work but it's going to make the mod more balanced in tone and maturity for the last leg of its development cycle, addressing most of the primary concerns players had in your feedback. I'm still enjoying writing the last content expansion.
Because even with the massive cut in content destroying the Vault early, the rest of the mod was still too much while everyone quit except the core two and our voice actors, with rare contributions to improve things along the way. So while a narrative mistake and shortcoming, it was a tactical good call. Even with all the new volunteers and team members, we pretty much have just barely enough to overhaul the companions one last time and then call it quits. Then you could come and go as you please in a more open world format.The amount of new voices and writing (and re-voicing) would kill the mod though.
Ideally, this would allow the player to leave Vault 18 right after character creation with little to no in-between, unless desired.
